Cathy Mulrow-Peattie Comments on Newly Formed Bipartisan State Privacy Regulators Consortium

Expected Impact of the Consortium on Future Regulatory Enforcement and Fines

June 10, 2025

Hinshaw partner Cathy Mulrow-Peattie was quoted in a recent Privacy Daily article discussing the implications of the newly formed bipartisan Consortium of Privacy Regulators. The group, which includes the California Privacy Protection Agency (CPPA) and state attorneys general from Colorado, Connecticut, Delaware, Indiana, New Jersey, and Oregon, aims to collaborate on privacy law developments and consumer protection priorities.

Cathy noted that the consortium's creation signals that "states are gearing up on privacy enforcement" and are likely to coordinate and pool resources, which could result in "higher fines and penalties … and more states investigating" companies.

She also highlighted that the group's regular meetings demonstrate a serious commitment to privacy and provide regulators with an "easy process to collectively review a case against a company and escalate the potential risk and damages." However, Cathy observed that increased coordination could also lead to more harmonized enforcement, potentially making it easier for businesses to navigate the complex landscape of state privacy laws.
