Hinshaw partner Mitch Chargo will speak at NECANN’s inaugural Cannabis Convention in Minnesota, taking place on May 14-15 at the Minneapolis Convention Center.
Mitch will lead the session “Tribal Cannabis in Minnesota: What Operators Need to Know About Sovereignty, Compacts, and Compliance” on May 14 at 12:00 -12:50 pm CST.
In the session, Mitch will discuss Minnesota’s unique cannabis landscape, relating to how Tribal nations are participating in ways that reshape how sovereignty and state regulation interact. He will break down what Tribal sovereignty means in practical business terms, how Minnesota’s Tribal–state compact structure works, and where operators most often encounter friction when entering cross-jurisdiction partnerships. The discussion will translate complex legal principles into real‑world operational considerations, including site control, contracting, enforcement authority, licensing overlaps, and long‑term compliance risk.
