Hinshaw Announces New Administrative Leadership Appointments
Belinda Garrett Joins as Chief Human Resources Officer, Rose Lowther as Director of Risk Management

Hinshaw & Culbertson LLP today announced that Belinda “BJ” Garrett has joined the firm as the Chief Human Resources Officer, based in Tampa, and Rose Lowther has joined as Director of Risk Management, working in the firm’s New Jersey office.
Garrett is a leader in human resources management with extensive experience in both the legal and corporate sectors. She specializes in recruitment, employee benefits design and administration, and effectively managing HR teams and processes.
Formerly with McGlinchey Stafford, Lowther has more than two decades of experience in law firm risk management, with a focus on associated insurance applications, lateral integration, conflicts management, and training procedures.
“At a time of unprecedented and historic growth at Hinshaw, BJ and Rose will assist us in two critical areas of firm management,” said Hinshaw Chairman Peter Sullivan. “BJ has a proven track record of supporting fast-growing, complex organizations in both corporate and legal environments. Rose has significant experience managing a broad scope of law firm risk issues. They are welcome additions to our management team, as we continue our strategic expansion across key practice groups and markets nationwide.”
Garrett and Lowther are the latest to join Hinshaw in recent months in executive leadership roles. In July, Tara Cook joined the firm as Chief Information Officer. Jules Amos was named Chief Marketing & Business Development Officer, and Karen Kleiman was named Director of Attorney Recruiting and Development in June. Lowther follows the recent addition of a 16-attorney group, including eight partners, also from McGlinchey Stafford, in multiple Hinshaw offices nationwide.
Formerly the Director of Human Resources at Carlton Fields, Garrett has managed all aspects of the human resources function, including recruitment, compensation, benefits, and performance management. She is widely regarded for her ability to build and manage effective teams, find creative solutions to streamline processes and procedures, and design employee benefits and compensation plans to enhance service and manage costs. She decided to join Hinshaw because of the firm’s transparent and collaborative management team.

In 2023, Garrett received the Excellence in Human Resources Award from South Florida Business & Wealth. Prior to Carlton Fields, Garrett led human resource teams at Blank Rome and Dickstein Shapiro. She received a BS from Longwood University.
Lowther has managed all aspects of law firm risk management, improving processes and procedures for records retention and management, lateral integration, conflicts analysis and resolution, insurance applications and renewals, and vendor contracts. Prior to joining McGlinchey in 2015, she held leadership roles in knowledge and records management at law firms in Pennsylvania.
She received a BS in business administration from Millersville University and a JD from Widener University School of Law.
