About Elena
Elena is a seasoned attorney who advises clients on regulatory enforcement and litigation matters involving federal and state financial services laws, including issues related to home loans, short-term small-dollar loans, fintech, credit cards, automobile finance and marketing, insurance, banking, and cybersecurity. She develops and executes complex investigative and litigation strategies and is a skilled negotiator of settlements.
Prior to joining the firm, Elena spent fifteen years working in federal, state, and local enforcement and supervisory agencies. She previously served as Senior Litigation Counsel in the Enforcement Division of the Consumer Financial Protection Bureau (CFPB), where she litigated and investigated matters under the Consumer Financial Protection Act (CFPA), which prohibits unfairness, deception, and abuse in connection with the offering and provision of consumer financial products and services.
She also served for seven years as an Assistant Attorney General in the Consumer Frauds and Protection Bureau of the New York Attorney General’s Office (NYAG), where she litigated and settled claims under New York’s Executive Law § 63(12) and General Business Law § 349. In that role, she helped enforce laws to stop fraud and deceptive, unfair, and abusive business practices, seek restitution, and penalize companies that harm consumers, small businesses, or nonprofits.
Most recently, Elena served as Senior Enforcement Counsel at the New York State Department of Financial Services in the Civil Investigations Unit. Before her Assistant Attorney General position, Elena served as Deputy Director of the Regulatory Compliance Division at the New York City Department of Consumer and Worker Protection.
Earlier in her career, Elena clerked for the Honorable Robert E. Grossman of the US Bankruptcy Court for the Eastern District of New York.
Obtained penalties, restitution, and compensatory damages in federal court against a bankrupt auto-loan servicer while serving in a prior public service role.

Elena’s lifelong commitment to endurance sports has led her to complete an Ironman (Lake Placid 70.3) and the New York City marathon. This foundation has also supported her dual passion for exploring the backcountry and racing on sailboats.
