Profile

David Grant is an advisor and a recognized thought leader on health care reform and the challenges it presents to health care providers. He has significant experience providing strategic planning and regulatory guidance services to the health care industry and has been highly regarded in his area for many years.

Prior to joining Hinshaw, David was employed at the Illinois Department of Insurance for more than 30 years. Most recently, he was deputy director of the department's health products division and was responsible for the regulation of health insurance companies as well as for managed care entities. David played a key role in the creation of the insurance exchange for Illinois and was named project director of the federal exchange grant. His accomplishments with the department include staffing various governor and national “think tank” committees for the development of legislative and regulatory initiatives relating to health care and health care reform issues; providing an active role with the National Association of Insurance Commissioners (NAIC) in drafting health and managed care models; serving as a past officer for the National Association of Managed Care Regulators and chairing committees on Medicare and point-of-service products.
