About Lucy
Lucy has spent over twenty years litigating complex commercial cases, insurance, and high-exposure matters in state and local courts. She handles disputes involving significant financial exposure and complex regulatory issues, bringing strategic, results-oriented advocacy at every stage of litigation. As special counsel to the California Insurance Commissioner, Lucy advised on litigation strategy and legal risk management while serving on the Department’s executive leadership team and providing guidance on regulatory compliance, policy reform, and sophisticated legal challenges affecting insurers and businesses. She applies this experience to advance litigation and regulatory matters, delivering practical, client-focused solutions.

- Prevailed in action against a tax revenue agency in a complex civil litigation matter involving a novel theory of tax law and potential exposure to state fisc in excess of $750 million, from the trial court through the California Supreme Court.
- Prevailed in a court trial on a $1 million personal state tax refund matter.
- Successfully resolved a $4 million breach of contract lawsuit through mediation.
