About Andrew
Andrew defends Illinois municipalities, governmental officials, and their insurers in complex federal and state litigation, including civil rights claims, police misconduct cases, and reversed conviction matters. His understanding of how these cases are built and tried is an advantage he brings to every stage of litigation.
In addition to his public‑sector practice, Andrew represents business organizations and their employees and agents nationwide in complex commercial, tort, and governmental disputes. While based in Chicago, he handles matters in courts across the country.
As a result of his substantial litigation experience, Andrew serves as a trusted advisor to his clients on legal rights and constitutional obligations that materially affect municipal operations, and commercial clients’ business objectives.

Experience
- Secured summary judgment for the Chicago Board of Education and CPS CEO Pedro Martinez and Inspector General William Fletcher in Galfer v. Chicago Board of Education, et al., Case No. 22 cv 571 (N.D. IL), a Section 1983 action alleging deprivation of occupational liberty, as well as state law claims for defamation, false light invasion of privacy, and intentional infliction of emotional distress.
- Obtained a defense verdict of no liability for the City of Glenview and Glenview police offices in Crook v. Glenview, et al., No. 13 cv 3719 (N.D. Ill), following a four-day jury trial involving civil rights claims for alleged use of excessive force, battery, and failure to intervene.
- Successfully defended Chicago police officers in seven-day jury trial in Anthony Kuri v. City of Chicago, et al., No. 13-cv-1653 (N.D. IL), involving alleged civil rights violations based on fabrication of witness testimony, despite a $12 million demand, the jury returned a verdict for less than one-third of the amount sought.
- Secured dismissal of all claims against former Cook County State’s Attorney, Anita Alvarez, in Paul Ciolino v. Alstory Simon, et al., No. 18 L 44, a personal injury lawsuit alleging tortious conduct, and obtained affirmation on appeal.

Andrew is a father of three sons and enjoys coaching their sports teams. An accomplished drummer with more than 30 years of experience, he has toured throughout the United States and remains active in the Chicago music scene through live performance and recording. In addition, he is an avid fly fisherman and devoted golfer.
