Colleen Jarrott Discusses Progress in Louisiana-based Carbon Capture and Storage Projects via Hart Energy

Colleen Jarrott was recently featured in Hart Energy, where she shared insights on the progress and regulatory/statutory adjustments Louisiana has made regarding carbon capture and storage (CCS) projects in the state.
In the article, she said that "both 2023 and 2024 were big years for CCS," highlighting state legislative efforts made to amend existing regulations and statutes to ensure the safety and environmental compatibility of these projects.
Many Louisiana CCS projects are in the early stages and about a year or more away from obtaining first application approval. Jarrott emphasized the state's dedication to performing thorough reviews to ensure successful implementation:
“We did go ahead and change a number of our regulations that we had on the books, both in the 2023 legislative session and again in 2024. This most recent legislative session was to tighten up our regulatory scheme here in Louisiana to make sure that these projects are going to be safe and that they won’t negatively impact the environment.”
Jarrott highlighted Louisiana's strategic geography and energy sector as essential for CCS network development. She noted that launching CCS pipeline and well projects requires time, given the various regulations, statutes, and infrastructure needs between CO2 networks for oil recovery and permanent storage:
“Most folks are in the very preliminary stages of putting these projects together, which, as you can imagine, involve many steps before you even get to the construction phase. They are probably about a year or more out from granting the first application just because they do have to do a very intensive review, and the state wants to get it right.”
