Paul Wallace’s practice emphasis is in the areas of property insurance law, real estate law and real estate litigation, specifically title insurance litigation.
He has an extensive background in government and public service at the state and national levels:
- Insurance Contract/Coverage Litigation: Mr. Wallace’s practice emphasizes first-party property insurance law. He provides representation to Citizens Property Insurance Corp., Florida’s state-chartered insurer for coastal properties. Mr. Wallace is a co-chair of the firm’s First Party Property Insurance subgroup.
- Real Estate/Accessibility Law/Title Insurance Litigation: Mr. Wallace has participated in the sale, purchase and financing of retail, industrial and hotel/tourism facilities, and the development of multi-family residential projects. He assists clients investing in U.S. properties, and defends business property owners in litigation under the American with Disabilities Act (ADA). Mr. Wallace also represents title insurance companies in claims litigation. His representative clients include Orion Investments and Trust Ltd. in Geneva, Switzerland; Orion Investment and Management Ltd.; and First American Title Insurance Company. He is an agent for Attorneys' Title Insurance Fund, Inc. and LandAmerica.
Mr. Wallace’s past governmental posts include general counsel positions in both Florida state and federal government agencies. At the state level he served as General Counsel and then Assistant Secretary of Commerce with responsibility for the Division of Tourism, the Division of Economic Development and the Florida Motion Picture Bureau.
Mr. Wallace was senior attorney in Washington, D.C. for the U.S. Pension Benefit Guaranty Corporation (PBGC) (ERISA); Counsel and Chief Legal Officer to the U.S. Occupational Safety & Health (OSHA) Review Commission; and trial attorney, Tax Division, of the U.S. Department of Justice.
He joined Hinshaw & Culbertson LLP in January 2001. Mr. Wallace holds the AV® Peer Review Rating from Martindale-Hubbell, its highest rating for ethics and legal ability.

Mr. Wallace has served three Florida governors as Governor's Appointee Commissioner, and now as elected Vice-Chair for the South Florida Regional Planning Council, Southeast Florida's regional development, public policy and planning agency. He was appointed initially in 2004 and reappointed in 2011 for his fourth consecutive term.
He has served as Counsel for Government Affairs, and Executive Board member for the Beacon Council, Miami-Dade County's official economic development agency.
Mr. Wallace was a founding director and treasurer of Miami International Seminary.
