Stephen Moore is a business lawyer whose practice is primarily devoted to the representation of hospitals, clinics, physicians and other health care providers in transaction and regulatory matters.

He also serves as general counsel to manufacturers and financial institutions.
Professional Background
Mr. Moore is chair of Hinshaw & Culbertson LLP’s national Health Care Specialty practice group and a Regional Director of the firm's Chicago Metro Transactions practice. He joined the firm in March 1984 and served as Partner in Charge of the Rockford office for many years until appointed Regional Director in 2005.

Among his numerous professional activities, Mr. Moore has served on the Board of Directors of the Illinois Association of Healthcare Attorneys and as Chairman of the Business Law Section of the Winnebago County Bar Association. He is also a member of the American Health Lawyers Association.

Following graduation from law school, Mr. Moore served as an Assistant Attorney General of the Iowa Department of Justice, and law clerk to the Chief Justice of the Iowa Supreme Court.

Mr. Moore has been recognized by his peers as a Leading Lawyer in the category of Health Law. He holds the AV® Peer Review Rating from Martindale-Hubbell, its highest rating for ethics and legal ability. Since 2005, Mr. Moore has been named annually to the Super Lawyers list in the area of Health Care Law by Illinois Super Lawyers magazine.

Mr. Moore is the author of “Charity Care Update,” in "2008 Health Law and Compliance Update," published by Aspen Publications, copyright 2007. His other publications include:

Mr. Moore has spoken at the annual meetings of the American Health Lawyers Association, the Annual Health Law Symposium of the Illinois Association of Healthcare Attorneys, the American Association for Clinical Chemistry, Inc. and the Great Lakes Region Airport Conference sponsored by the Federal Aviation Administration.

He has also made presentations at conferences sponsored by the Illinois Institute for Continuing Legal Education, and at several seminars attended by hospital medical staffs, nursing staffs and administrators. His presentations include:

Community Service Activities
Mr. Moore’s extensive community activities reflect the health care emphasis of his legal practice. He is an honorary member and past president of the advisory board of Saint Anthony Medical Center in Rockford, Illinois.

Mr. Moore has served on the Board of Directors of Northern Illinois Hospice Association, and he previously served on the Board of Directors and was President of Crusaders Health Foundation and Rock River Valley Blood Center.

Mr. Moore serves on the board and is president of Jeremiah Development, NFP, the mission of which is the redevelopment of a Rockford Downtown neighborhood.

He has also served on the board of directors and was president of the River District Association, an organization dedicated to the continued revitalization of Rockford's downtown.
