Neil Rollnick Discusses the Expansion of Transfers of Development Rights

Neil S. Rollnick, a Miami-based partner and member of the Business & Commercial Transactions practice at Hinshaw & Culbertson LLP, was quoted in the article, "Experts eye ways to expand transfers of development rights," published by Miami Today on November 9, 2016.

The article examines use of county and municipal Transfer of Development Rights (TDR) programs, which many experts say are underused. The programs work by allowing developers to increase the density of a project by purchasing unused capacity from other property owners, essentially "virtual apartments moveable from one property to the next." Mr. Rollnick explains that "frequently, TDRs are used in areas developed years ago when capacity was less than what is presently allowed."
