Heaton Expands White Collar Criminal Practice

CHICAGO and SPRINGFIELD, Ill. ― The national law firm of Hinshaw & Culbertson LLP announced today that Rodger A. Heaton has joined the firm’s white collar crime and commercial litigation practices. Mr. Heaton, the former United States Attorney for the Central District of Illinois, will be resident in the firm’s Chicago and Springfield, Illinois, offices.

William Roberts, Managing Partner of Hinshaw and the former United States Attorney for the Central District of Illinois from 1986 to 1993. “His excellent experience and sterling reputation will be especially germane to providing high quality service to our clients.”

Mr. Heaton focuses his practice on complex commercial and white-collar criminal investigations, trials and appeals as well as in a wide variety of commercial litigation. He has substantial expertise in health care fraud, procurement fraud, and qui tam actions under the False Claim Act. He has also represented corporate clients facing government investigations for alleged fraud and price fixing. In addition, he has significant experience handling matters involving antitrust, trade secret theft, consumer fraud class actions and automotive franchises. Finally, Mr. Heaton has substantial experience in cyber crimes, having supervised the Central Illinois Cybercrime Unit during his tenure with the Central District.

Under his direction as the chief federal law enforcement official for the largest geographic judicial district in Illinois, charges were filed in approximately 1,300 felony cases. During his tenure there, Mr. Heaton supervised the investigation and prosecution of numerous major procurement fraud matters and cases arising from the Rock Island Arsenal’s contracting work for the U.S. Army. In addition, he was responsible for the formation of the Central Illinois Public Corruption Task Force.

He also oversaw numerous health care fraud investigations, and the negotiation and finalization of health care fraud settlements and pleas leading to the recovery of nearly $20 million for the Medicare Trust Fund.

Mr. Heaton earned his J.D., magna cum laude, from Indiana University School of Law (1985), where he was editor-in-chief of Indiana Law Journal. He holds a B.S. in Agricultural Economics from University of Illinois at Urbana-Champaign (1981).
