LOS ANGELES ― The national law firm of Hinshaw & Culbertson LLP announced today that
Michael A. Dowell has joined its
Los Angeles office as a partner in the
Health Care Practice Group. His arrival continues the strategic expansion of the firm’s health care practice into Southern
California.

Moore, Chair of its national Health Care Practice Group. “His experience in advising health care organizations in business, operational and regulatory matters will be a tremendous boon to our clients who need guidance and counsel, particularly as this industry undergoes major changes in the coming years.”
Mr. Dowell’s broad health care practice includes advising hospitals, health plans, physician organizations, ancillary service providers and other heath care entities on regulatory, transactional, and operational issues. He has significant expertise in managed care plan licensure, contracting and regulatory compliance matters, and the regulation of government health plans.
Mr. Dowell counsels health care entities on structuring contracts, joint ventures, mergers, acquisitions and other business arrangements to comply with the anti-kickback and Stark fraud abuse laws and other regulatory requirements. He defends clients against state and federal anti-kickback, false claims or whistleblower allegations, and provides advice and counsel regarding internal investigations, government investigations and voluntary disclosures.
Prior to joining Hinshaw, he served as co-chair of the Health Care Industry Group at Theodora Oringher Miller & Richman PC in Los Angeles.
He began his legal career as a staff attorney with the National Health Law Program in Washington, D.C. and California. Before entering private practice, Mr. Dowell worked in-house as corporate counsel to CIGNA Healthcare of California. Prior to practicing law, he worked as a licensed pharmacist at both retail and hospital pharmacies.
Active in legal and health care industry organizations, Mr. Dowell is a member of the American Bar Association Health Law Section, the State Bar of California Business Law Section and the Los Angeles County Bar Association where he is a past chair of the Health Law Section. Additionally, he belongs to the American Health Lawyers Association, the California Society for Health Care Attorneys and the American Society for Pharmacy Law. Since 2005, he has been named to Southern California SuperLawyers.
Mr. Dowell is admitted to practice in California, Indiana and the District of Columbia. He holds a J.D. from Indiana University, Bloomington School of Law (1983) and a B.S. from Purdue University (1980).
